There are stairs behind the drivers seat. There is seating for 20 people upstart

There was one but it was removed for storage. The plumbing in there for a new tank and there is a new hot water tank on board
Will it pass New York codes?
It was licensed as a Special Transitory Food Unit (STFU) in Michigan for 2 years. Not sure if laws are different in New York.
